Government documents arrive in inconsistent PDFs and scans, with page furniture, numbering conventions, amendments, and varying source locations. Extracting the words alone can separate a provision from its identity and history.
This initiative preserves those relationships in structured data. It does not replace the official instrument or establish complete jurisdictional coverage.
A source manifest records the instrument, jurisdiction, edition, source location, coverage, and content identity. Every downstream representation retains its connection to that manifest.
Deterministic parsing resolves instruments, parts, chapters, sections, subsections, clauses, schedules, and amendment evidence. Clean text and amendment evidence remain separate so readability does not erase history.

Automated checks do not replace human proofreading. The corpus remains incomplete in that respect.
Retrieval carries the structured text, instrument, hierarchy, source location, amendment note, and validation state. Missing coverage and uncertain source relationships must remain visible.
